New user accounts
Hi Bernie,
I was getting some low-level mildly annoying spam, so I've changed the CAZypedia setup so that only "sysops" can add users.

New users will still be able to be created by sysops, in the following manner:
- Go to Special:Userlogin, when logged in as a sysop.
- Click on "Create an account" to get to the account creation form.
- Enter a username (use Firstname Lastname), a valid email address, the person's real name, and click the "by email" button. (NOTE: make sure you use the "by email" button.)
- The account will be created with a random password which is then emailed to the given address.
I've also changed Help:Getting_Started_Guide and MediaWiki:Loginprompt to reflect this new policy.
